The HDA has the following Five-year fixed-term contract position:

Manager: Development Finance and Modelling (Gauteng)
Location: Johannesburg Reference: MIH-MDF/08/2018

Main Purpose: To provide support for development finance expansion through public and private investment in the human settlements development by assisting in ensuring project deal structuring that enables projects to be financially viable and sustainable in a manner that benefits the long-term livelihoods of communities.

Key Responsibility Areas:
Governance and administration:
 Manage good governance and compliance with all legislative requirements relating to capital planning for strategic infrastructure.
 Liaise with internal and external private funders and investors (including municipalities, provinces and development finance institutions) when required.
 Manage the overall project finances and modelling of projects so that they are run effectively and that accurate financial planning models are maintained on a regular basis.
 Support senior management of the HDA on various financing and/or funding related matters on an on-going basis.

Grants management:
 Manage consultations and collaboration with departments relating to grants availed to the projects.
 Maintain appropriate relations with funders/grantors and draft reports as agreed, ensuring compliance with implementation agreements and contracts.

Financial modelling and development finance management:
 Establish proactive approaches to leverage public resources by devising programmes and solutions to engage private investors, financial institutions and development finance institutions on financing approaches to unlocking capital access.
 Ensure project fund mobilisation.
 Prepare comprehensive financial models for various mixed use built environment projects to deliver cash flow forecast, scenario analysis, risk assessment and return analysis;
 Perform cash flows analysis per project.
 Risk analysis on proposed developments.
 Perform Cost Benefit Analysis on proposed projects.
 Viability testing of all development opportunities identified.
 Facilitate capital raising for development initiatives.
 Liaise and negotiate with banks and financiers on the best interest rate on capital raised.
 Work with project teams to ensure timely compliance with all conditions precedent and other obligations.

Projects finance management:
 Manage the monthly reporting of actual expenditure against budgets pertaining to projects.
 Oversee the management of monthly reporting of project cash flows.
 Develop a monthly tracking and reconciling system for projects’ capital and operational expenditure of the Region.

People management:
 Select, assign, lead and manage people.
 Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.
 Build and manage relationships with staff members.
 Manage and support staff development.
 Develop and manage the implementation of succession plans for key individuals and critical positions.
 Implement the HDA HR policies and procedures as required.
 Manage risks and address issues as they arise.

 A BCom degree in finance and postgraduate degree/diploma or the applicant must demonstrate that he/she has developed the necessary competencies through experience.
 A Master’s degree in finance, preferably with built environment background will be an added advantage.
 Nine years’ professional experience in public infrastructure project finance, gained primarily within a project development financing background.
 Exposure to project packaging, Financial Modelling and Project Risk Assessment.
