About The Housing Development Agency
The Housing Development Agency (HDA) is a national organisation that supports the government in developing land and delivering human settlements across South Africa. The Agency works with provinces, municipalities, communities, and industry partners to plan, manage, and implement human settlements-related projects. Established through legislation and overseen by the Minister of Human Settlements, the HDA plays a key role in enabling sustainable and integrated settlement development.
As per the HDA Act Section 7(1)(a)(1), the Agency is legally empowered to perform all developers' roles, including
Identifying, holding, acquiring, developing, and releasing state private and communal land for residential and community development.
Ensuring collaboration and alignment among different spheres of government for housing development services.
Land Assembly
Enhancing the capacity of organs of state (including skills transfer) to meet housing delivery needs.
Undertaking project management services, including assisting with approvals and upgrading informal settlements.
Leveraging additional assets, investments, and resources from other spheres of government.
