Responsibilities
Networking and best practice
- Build strong working relationships with internal clients.
- Participate in the risk management workshops towards continuous improvement.
- Ensure related policies, procedures are aligned to best practice.
Risk Governance and Identification
- Support the development and annual review of risk management policies and frameworks including risk management plan, risk appetite and tolerance framework, and Business Continuity Management policy, framework and strategy.
- Adopt a proactive approach in recommending and utilising best practice.
- Ensure that risk exposures are identified, quantified, documented, and communicated.
- Research, evaluate and recommend risk management and mitigation strategies.
- Monitor the effective implementation of risk mitigation plans.
- Facilitate integration where risk exposures and mitigation responsibility overlap.
- Oversee risk management reporting including the use of information technology.
- Evaluate the risk assessment performed by Risk Owners to ensure that these are an accurate representation of the risk profile.
- Identify and analyse the correlation between risk drivers and control failures.
- Develop and maintain enterprise-wide risk profile.
- Monitoring of key risk indicators and reporting against risk appetite and tolerance thresholds.
Risk Compliance and Risk Awareness
- Ensure compliance with Risk Policy.
- Challenge the mitigating or control measures applied by the departments or provinces in mitigation risks where necessary.
- Ensure that risk mitigation actions are timeously implemented, and nonconformances are reported.
- Facilitate a risk awareness culture within the HDA.
Monitoring, Reporting and Analytics
- Develop, maintain, and regularly update Operational risk registers for business units and provinces.
- Prepare Risk Assessment Reports for departments and provinces.
- Provide risk dashboards that highlights key risk and mitigation measures.
- Provide timeous and accurate input to the risk management reports.
Business Continuity Management
- Develop, implement, manage, maintain and monitor an effective Enterprise Business Continuity Governance Framework consistently with the general regulatory requirements and industry best practices and standards.
- Facilitate Business Impact Assessments for Business Units and Provinces.
- Ensure that organisational wide Business Continuity Plan is updated and tested on a regular basis.
- Work closely with ICT, Emergency Response Team, and Crisis Management team to ensure on-going compliance and preparedness.
- Ensure training of the business continuity teams in the response, recovery, restoration and resumption of all business operations in accordance with the business continuity plans, emergency response plans, crisis management plans and technology recovery plans.
Combine Assurance
- Implement combined assurance plan.
- Contribute to the Combined Assurance Initiative to enhance internal control environment.
Risk Financing and Insurance Administration
- Assist in managing organisational insurance and risk financing programmes.
- Support insurance renewal processes and claims administration.
- Provide advisory support on risk financing matters.
Networking and best practice
- Build strong working relationships with internal and external clients/ stakeholders.
- Participate in the risk management workshops towards continuous improvement.
- Ensure related policies, procedures are aligned to best practice.
Requirements
- Bachelor’s Degree (NQF Level 7) in: Risk Management, Internal Auditing, Commerce, Accounting or related equivalent qualification. Professional certification in Risk Management, Certified Risk Management Practitioner (IRMSA), Certificate in Risk Management and Assurance (IIA) and/or recognized certifications.
- Professional membership with the: Institute of Risk Management South Africa (IRMSA) and/or other recognised professional body.
- 5-8 years’ experience in Enterprise Risk Management, governance, compliance, internal control, or related assurance environments.
- Experience within a PFMA-regulated public entity or broader public sector institution, particularly in facilitating risk assessments, business continuity management, governance reporting, and implementation of risk mitigation strategies.
