Responsibilities
Occupational Health & Safety Governance and Compliance
- Contribute and collaborate to the development and review of OHS policies, procedures and systems in line with applicable legislation.
- Coordinate and review Hazard Identification and Risk Assessments (HIRA) across all HDA offices.
- Enforce and monitor compliance with OHS legislation and internal policies, identify non-compliance and recommend corrective actions.
- Develop, coordinate and test emergency preparedness, evacuation and incident response plans.
- Coordinate statutory OHS appointments and support the effective functioning of the Health and Safety Committee.
- Investigate incidents and near misses, prepare reports and recommend preventative measures to reduce recurrence.
- Provide specialist technical advice and guidance to management and staff on OHS matters.
Facilities Management and Workplace Operations
- Implement the implementation of approved facilities management operating models and standards.
- Coordinate facilities operations nationally, including maintenance, cleaning, parking and support services.
- Ensure office safety measures and facilities standards are implemented in accordance with lease agreements and legislative requirements.
- Implement space planning, office layouts and furniture procurement.
- Monitor service provider performance against SLAs and recommend remedial action where required.
- Conduct and document regular facilities inspections, identifying risks and improvement opportunities.
Security Management and Risk Control
- Coordinate the implementation of approved security management plans for all HDA offices.
- Conduct security risk assessments and provide recommendations to management.
- Implement and monitor security systems, access controls and incident reporting.
- Ensure service providers are compliant with PSIRA regulations and contractual requirements.
Facilities Maintenance and Operational Administration
- Coordinate preventative and reactive maintenance activities across all offices.
- Manage service providers responsible for cleaning, hygiene, waste and security services.
- Oversee refurbishment, minor renovation and office relocation projects within approved plans.
- Maintain records relating to assets, maintenance schedules, inspections and guarantees.
- Monitor waste management and support energy efficiency and environmental compliance initiatives.
Financial and Procurement Management
- Contribute to the preparation of the facilities and OHS operational budget.
- Monitor expenditure against approved budgets and report variances.
- Support procurement and contract management processes in line with PFMA, Treasury Regulations and internal SCM policies.
- Verify invoices, identify anomalies and follow up on corrective action.
- Prepare reports on the financial performance of the function.
People Management and Supervision
- Supervise and support assigned staff in line with performance management processes.
- Allocate work, provide guidance and support skills development.
- Promote a culture of compliance, safety, accountability and service excellence.
- Provide advice and guidance to employees on matters relating to Occupational Health and Safety, security arrangements and facilities management to ensure compliance, safety and operational effectiveness.
People Management
- Select, assign, lead and manage people.
- Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.
- Build and manage relationships with staff members.
- Manage and support staff development.
- Develop and manage the implementation of succession plans for key individuals and critical positions.
- Implement the HDA HR policies and procedures as required.
- Manage risks and address issues as they arise.
- Ensure transfer of skills.
Requirements
- National Diploma (NQF 6) in Occupational Health and Safety, Environmental Health, Safety Management, Facilities Management, Property Management, or related field.
- Bachelor’s Degree (NQF 7) in Occupational Health and Safety, Facilities Management, Property Management, or related field will be an added advantage.
- Occupational Health and Safety Act and related regulations
- Facilities and security management practices
- PFMA, Treasury Regulations, and SCM policies
- Risk management, incident investigation, and emergency preparedness
- Contract, asset, and service provider management
- Budgeting and financial administration processes
