The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develop the land and project manage the development of housing and human settlements. The HDA has the following Fixed term contract position:

Human Resources Generalist

Location: Head Office - Johannesburg

Reporting Line: Human Resources Manager

Ref: HDA HRG 2022

Main Purpose: To work in conjunction with the Human Resource Manager to ensure a comprehensive and effective HR service is delivered to the organisation. To provide advice and support on policies and procedures and ensure compliance with relevant legislation and Acts.

Key Responsibility Areas:

1. Recruitment and Selection

⦁ Support the management of a cost effective and efficient recruitment of temporary and permanent employees nationally.

⦁ Accurately create and advertise all new positions both internally and externally

⦁ Manage the complete recruitment process from initiation to selection complying with the HDA recruitment processes

⦁ Liaising with and managing recruitment service providers

⦁ Participating in interviews and managing the recruitment process and adhere and drive all recruitment processes

⦁ Support management with selection procedure

⦁ Preparation of employment contracts and engagement packs for all new staff

⦁ Manage the co-ordination of all other activities relating to new engagements e.g. Induction, Joining formalities etc.

⦁ Coordinate the assessments of the job profiles

2. Training Administration

⦁ Identify training needs for employees

⦁ Develop, implement, and update skills matrix on an annual basis

⦁ Work closely with HR Manager and line mangers in developing appropriate training courses

⦁ Ensure that training is documented, reported on, and tracked on monthly basis

⦁ Ensure that the Workplace Skills Plan and implementation plan is submitted timeously

⦁ Ensure comprehensive and accurate capturing is kept of all training conducted on a monthly basis

⦁ Following up on training with staff after course completion

⦁ Develop and prepare training reports

⦁ Develop training matrix aligned with individual development plan

3. Induction Support

⦁ Support, coordinate and implement the HDA induction programs with all new staff

⦁ Preparation of HR induction presentation

⦁ Managing the implementation of induction programmes

⦁ Ensure that all staff are inducted on HR Policies and Procedures

⦁ Ensure that all onboarding processes are completed

4. Employee Relations

⦁ Assist HR Manager in managing IR matters

⦁ Provide guidance and advise on appropriate disciplinary procedures as per HR policies

⦁ Ensure best possible relationship and compliance to best IR/LRA practices and lawfulness is maintained

⦁ Support the disciplinary enquiries

⦁ Provide counselling and coaching relating to conflict and performance issues

⦁ Promote and actively assist HR Manager with all OD, staff relations and culture development and improvement programs

⦁ Assist HR Manager to institute necessary communication structures and/or instruments to ensure effective flow of staff/HR related information to all staff

5. Performance Management

⦁ Support implementation of the organisation’s performance management programme and processes

⦁ Implement training to all staff on performance management programme and process

⦁ Monitor compliance with performance management procedures aligned to policy

⦁ Ensure that all performance appraisal forms have been correctly completed

⦁ Monitor progress of performance assessment completions by due date

⦁ Compile quarterly report on performance progress (individual performance)

⦁ Capture performance results

⦁ Compiling and submitting bi-annual reports and facilitate the completion of performance agreements within the organisation

⦁ Sending out bi-annual reports and reminders to facilitate the completion of performance agreements

6. HR Policy and Procedure Implementation

⦁ Develop, review and implement HR policy and procedures and any other practice notes

⦁ Ensure implementation of policies and procedures

⦁ Assist with training workshops on HR Policies upon implementation

⦁ Continuous support to staff and management on HR Policies

7. HR Project and Operations

⦁ Support, coordinate and manage the implementation of HR Projects

⦁ Change management

⦁ Team intervention

⦁ Staff Wellness Programmes

⦁ Job profiling and job grade intervention programmes

⦁ Training and skill audit programmes

⦁ Any other HR initiatives as and when required

⦁ Ensure that salary data is accurate when participating in salary surveys

⦁ Assist HR Manager with annual salary increase process Projects

⦁ Responsible for administration and managing of

⦁ Leave management

⦁ Staff benefits

⦁ Staff personnel files

⦁ Responsible for personnel file updates and corrective measures implemented

⦁ Support with all HR Audits

⦁ Assist Human Resources Manager with managing and co-ordination of projects such as:

⦁ Implementation of Employee Wellness project

⦁ Organisational development and design programmes (Values management, Change Manager management, team building initiative etc)

⦁ HR staff interventions

⦁ Responsible for accurate HR reporting

⦁ Support with coordination and processes with trade union and EE committees

⦁ Assist with development and monitoring of EE plan

⦁ HR Report management

⦁ Monthly accurate completion of all relevant HR Reports

⦁ Recommend improvements

Requirements

⦁ Relevant Degree in Human Resources

⦁ 5 years of proven relevant working experience within Human Resources

⦁ 3 years proven experience as an HR Generalist

⦁ Solid knowledge, interpretation and application of HR policies, practices, procedures, and statutory requirements

⦁ Knowledge of legislation (BCEA, LRA, COIDA, OSH Act, EE Act, etc.)

⦁ Strong interpersonal skills

⦁ Must be able to work on multiple projects

⦁ Planning, time management and coordination skills are required

⦁ Competent in MS Office package
