The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The Agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following Five Year - Fixed-term contract position: (RE-ADVERTISEMENT)

Manager: Facilities & OHS

Location: Head Office, Johannesburg

Reporting Line: Head of Corporate Support

Reference: MF001

Main Purpose: To efficiently manage and support overall operational and infrastructure requirements for the HDA.

Key Performance Areas:

1. Occupational Health, Safety Governance and Strategy

• Contribute to the formulation of the OHS policy and procedure.

• Formulate the security, safety, and health strategy in collaboration with the Executive under the guidelines of the Occupational Safety and Health Administration (OSHA).

• Design the safety, security, and health implementation plan.

• Enforce compliance to security, health and safety regulations and policies.

• Facilitate and implement OHS tactics in Regional Offices in collaboration with Regional and Provincial managers.

• Adopt a proactive approach in preventing resolving incident reports and associated accidents.

• Adopt the ‘first-at-the-scene,’ approach in the event that an accident occurs.

• Provide advice and assistance to others to ensure their compliance with policy and governance procedures.

• Identify areas of non-compliance and implement corrective action.

2. Facilities and Office Management

• Design the standard HDA office interior design concept for adoption by the HDA nationally.

• Facilitate the procurement of office furniture.

• Formulate the facilities management operating model.

• Management of all HDA offices are properly leased.

• Management of Supply Chain Management processes to ensure they are followed in accordance with the internal policies and the PFMA.

3. Security Management

• Development and implementation of a security management plan for all HDA Offices

• Conduct environmental analysis of the HDA nationally and design security requirements and solutions for each.

• Manage both physical and tactical security team and systems including equipment alarms and system failures.

• Ensure compliance to PSIRA standards.

4.Facilities Maintenance and Administration Management

• Ensure that there are effective policies, procedures, and SOPs in the HDA Head Office and nationally.

• Actively manage SLA/contracts of vendors associated with cleaning, security, parking, and health.

• Resolve requests for new maintenance tasks from client departments.

• Ensure effective and efficient day to day maintenance of assets, machinery, and equipment.

• Development of maintenance plan, schedules for preventative maintenance (electrical, mechanical, plumbing).

• Detect potential failures and possible breakdowns that could result in interruption services.

• Monitoring the performance of the maintenance help desk to ensure efficient service delivery.

• Compile and submit monthly cost control/expenditure reports.

• Oversee that guarantees on repairs and new installations are honoured by suppliers.

• Oversee renovation, refurbishment and building projects.

• Management of office relocations, ensuring that basic facilities are well maintained.

• Conduct and document regular facilities inspection.

• Manage of waste disposal and advise on monitoring of energy efficiency.

5. Environment Health and Safety

• Develop and design OHS framework.

• Managing Hazard Identification and Risk Assessment.

• Incident Investigation.

• Management and Implementation of Emergency Evacuation.

• Management of Health and Safety Committee.

• Define OHS training needs for key appointments.

6. Financial Management

• Develop the budget required for the unit.

• Manage expenditure against budget.

• Manage procurement in line with the relevant policies and procedures.

• Address any anomalies of spend against budget.

• Report on financial performance of the unit.

7. People Management

• Select, assign, lead and manage people.

• Set clear objectives for self and others and measure achievements against these objectives.

• Build and manage relationships with staff members.

• Manage and support staff development.

• Develop and manage the implementation of succession plans for key individuals.

• Implement the HDA HR policies and procedures as required.

• Manage risks and address issues as they arise.

• Ensure transfer of skills.

8. Qualifications & Experience

• Degree in Facilities Management or Occupational Health & Safety or Property Management or similar.

• 3 years’ experience in OHS and environmental regulations.

• 5 years’ experience in driving compliance to OHS in a working environment.

• 7 years’ experience in Facilities and leasing management.

• 5 years management experience in similar role.

• Accreditation with the Institution of Occupational Safety and Health (IOSH) (added advantage)

• Safety Management Training course (SAMTRAC) orNebosh equivalent (added advantage)

Remuneration Scale: R906 100 - R1 177 900 per annum (all-inclusive package)
