The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government as well as with communities, developers, and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

Manager: Marketing & Communications
Location: Head Office, Johannesburg
Reporting Line: Head of Corporate Support
Reference: HDA MMC004
Main Purpose: To drive the overall Marketing & Communications Strategy for the HDA according to the HDA strategy and be responsible for the delivery of the Annual Marketing & Communications Plan.
Key Performance Areas:
1. Strategy and Governance
• Lead marketing strategic and business insight for the organisation.
• Formulate marketing and communications strategy and implementation plan ensuring compliance and integration to the HDA strategy and alliance to divisional strategies.
• Collaborate in the formulation of marketing & communications policies and company corporate identify manual.
• Lead, shape and implement social media strategies. Define and develop the public relations, marketing and communication strategy, plan, and activities in alignment with the company’s business objectives and growth ambition.
• Contribute to the development of a change management strategy and lead the transition in collaboration with human resources.
• Ensure business and company viability and sustainability through a sustainable marketing plan.
• Enforce the compliance to strategic objectives and plan, identify areas of non-compliance and implement corrective action.
2. Marketing analysis and success
• Collaborate with the Head Corporate Support and Head Strategy to develop the ‘Influence and engagement strategy’.
• Determine and manage the Influence and engagement budget.
• Maintain strong organisational networks within the human settlement /housing community that are or may be stakeholders in the HDA.
• Conduct market research regularly to keep abreast with latest business trends.
• Monitor and report on trends identified through market research.
• Design, implement and measure the success of a comprehensive marketing and communications plan that will enhance the HDA’s image.
• Develop marketing brand positioning in the public and private sector for business.
• Derive the marketing and communication return on investment.
• Lead marketing projects and coordinate (internal and external) resources to deliver high quality, innovative marketing solutions on-time and within budget.
• Facilitate internal and external communications for the HDA.
3. Public Relations
• Formulate the public relations strategy and implementation plan.
• Compile write-up and content through excellent writing skills.
• Reposition the brand of HDA for success in the media and multi-channels.
• Represent the HDA in all relevant industry forums.
• Design and implement public relations program that will enhance the HDA’s image.
• Act as the HDA’s representative when engaging the media.
• Coordinate media interest in the HDA and ensure regular contact with target media and appropriate responses to media requests.
• Provide editorial direction, design, production, and distribution of all HDA publications.
• Collaborate with stakeholders to develop and publish content for various digital platforms.
• Support and maintain productive relations with internal and external stakeholders.
• Measure and report on stakeholder engagements.
• Report on issues raised by key stakeholder to inform strategic decision-making.
4. Financial Management
• Develop the budget required for the unit.
• Manage expenditure against budget.
• Manage procurement in line with the relevant policies and procedures.
• Report on financial performance of the unit.
5. People Management
• Select, assign, lead and manage people.
• Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.
• Build and manage relationships with staff members.
• Manage and support staff development.
• Develop and manage the implementation of succession plans for key individuals and critical positions.
• Implement the HDA HR policies and procedures as required.
• Manage risks and address issues as they arise.
6. Qualifications & Experience
• Honours degree in Marketing and/or Communications or (Economics or Business Management with post graduate diploma in Marketing with marketing as a major).
• 7 years’ experience in management of marketing or business analysis and positioning or market research and delivery of business unit success.
• 5 years’ experience in business reputation management and measuring business success factors.
• 5 years’ experience knowledge in PFMA.
• 5 years’ experience in board presentations and engagements.
• A track record of proven delivery, demonstrating both creative and analytical skills.
• 3 years in managing budgets and maximising the effectiveness.
Remuneration Scale: R906 100 - R1 177 900 per annum (All inclusive)
