The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government as well as with communities, developers, and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following positions: Three years Fixed Term contract position:
Officer: Monitoring & Evaluation
Location: Head Office – Johannesburg

Main Purpose:
• To assist the Senior Monitoring and Evaluation Specialist in undertaking all monitoring and evaluation functions relating to land assembly as well as the implementation of Human Settlements programmes and projects from inception up top post close out-stage per the HDA act. In addition, assist generate relevant Monitoring and Evaluation indicators to Track Transformation Targets and measure the impact of transformational Implementation Agenda. Moreover, provide recommendation to the HDA on the findings of the land parcels monitored and the HDA led projects evaluated and ensure its implementation in the respective projects and programmes.
Key Performance Areas:
1. Programme Monitoring & Evaluation
• Participate in streamlining process and increase efficiency gathering and using performance information to agreed standards and deadlines.
• Conduct qualitative and quantitative analysis of M&E data findings by following research methodology and good practice.
• Provide technical oversight, quality control and support to project staff in the practice areas.
• Provide technical support to all provinces.
• Compile data for on-going reviews and updates of M&E plans/systems within the HDA.
• Implement M&E plans/systems for the coordinated design, planning, management, and monitoring of programs/projects within identified priority areas.
• Review the municipal and provincial business plan within the Medium-Term Strategic Framework/Integrated Development Plan and sector related strategies (sanitation, water, energy, transportation, green efficiency, etc), policies and framework, and align to project approaches to ensure Spatial Transformation outcomes.
• Prepare due diligence assessments on land acquisitions proposal and technical reports for relevant approval levels.
• Assess and review the baseline findings of land parcels/projects and formulate recommendations key actions in the line with the HDA land and Housing targets.
• Collect, compile, track and analyze data from reports submitted by projects and program managers and prepare consolidated progress reports with recommendations.
• Conduct regular sight inspects to verify the utilization of all and that was acquired and released and ascertain the status of development.
• Prepare a SWOT analysis for each land parcel monitored and project evaluated.
• Engage with relevant stakeholders in provinces and municipalities to create relationships and track relevant information.
• Conduct regular site inspections to regulate how the human settlements development is contributing to the Spatial Transformation Agenda.
2. M&E applications/dashboard development, management, and maintenance
• Design, develop, implement, and maintain numerous Monitoring and Evaluation databases, survey tools and dashboards of land parcels, projects, contracts of various business units across the HDA.
• Ensure that datasets, databases and supporting information adhere to the M&E standards, procedures as well as National Treasury regulations.
• Monitor the performance of the HDA through reviewing system utilization.
• Undertake user experience sessions regularly.
• Ensure that Alerts are sent to the relevant people timeously.
• Ensure that all capturing tools and dashboard are available for audit purpose.
• Provide data analyses for performance tracking in the organisation.
• Provide strategic analyses to EXCO and Board of the HDA to guide decision making.
3. Research
• Synthesise literature to extract themes that are of relevance to the HDA in the developer’s role.
• Engage with both internal and external stakeholders to inform the Action Research.
• Assist in the development of the Action Research.
• Establish the knowledge Management Hub/ Portal for the HAD.
• Assist in the management of service providers and allocated project budget.
Qualification & Experience:
1. A qualification in the Built Environment sector (preferably Town & Regional Planning or Construction Management or Engineering or Property Studies) is required.
2. Good Report writing and communication skills.
3. Minimum 2 years of work experience in project management, Information systems.
4. Experience in Human Settlement will be added as an advantage.
5. Valid driver’s license and willingness to travel.
6. Competent at Word, MS Outlook, Excel, PowerPoint, Power BI.
Remuneration Scale: R453 300 - R566 616 per Annum (all-inclusive package)
