The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develop the land and project manage the development of housing and human settlements. We carry out our activities in partnership with a range of stakeholders including national, provincial and local government and municipalities, as well as with communities, developers, financiers and other affected parties. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. The HDA has the following Fixed term contract position:

Project Administrator

Location: KZN – Durban

Reporting Line: Development Manager

Ref: HDA PA013

Main Purpose: To coordinate project information in the Region and provide effective management support services to the Provincial Manager aimed at ensuing smooth running of operations within the HDA.

Key Performance Areas:

1. Meeting Management:

• Arrange and facilitate relationship meetings between the department and municipalities in matters relating to project planning, verification and prioritisation.

• Arrange and facilitate all site or technical and allocation meetings.

• Arrange and facilitate relationship meetings between the service providers, land claimants or beneficiaries in matters relating to GADA Plan.

• Arrange stakeholder workshops and meetings regarding MTSF Human Settlements Project pipeline planning, programming and coordination.

• Arrange and facilitate all site or technical and allocation meetings.

2. Project Coordination:

• Plan and coordinate inspections as per the Clerk of Works projections.

• Coordinate the collection and collation of project documentation.

• Coordinate the collection and collation of subsidy documentation from the contractors.

• Support the implementation of GADA communication plan.

• Coordinate on site activities of donor programmes.

• Coordinate and assist in the collation of all project documentation from contractors and service providers.

3. Project Finance Support:

• Prepare Provincial Office Annual Operational and Procurement Plans with the team.

• Monitor operational plan quarterly.

• Prepare and submit quarterly invoices to stakeholders.

4. Reporting:

• Consolidate all project data and track against plans

• Develop monthly progress reports

• Ensure timeous submission of all monthly and quarterly provincial reports to the Regional Manager and provincial department.

• Create a risk register per province and track adherence to risk mitigation strategies

• Track adherence to the Transformation and empowerment plans

• Feed Information to the HDA dashboard.

5. Compliance:

• Monitor that all projects adhere to quality standards

• Ensure that compliance records are kept for all projects

• Identity areas of non-compliance and implement corrective action

6. Qualifications and Experience:

• Relevant degree or equivalent Business Administration/Public Administration is required.

• Experience in a public sector environment is preferred.

• Competent in MS Project outlook, MS Excel intermediate and MS Word intermediate.
