The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develop the land and project manage the development of housing and human settlements. We carry out our activities in partnership with a range of stakeholders including national, provincial and local government and municipalities, as well as with communities, developers, financiers and other affected parties. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. The HDA has the following three-year fixed-term contract position:

Risk Manager (Head Office - JHB)

REPORTING LINE: Head: Corporate Legal, Compliance and Risk

Ref: JHB000782


Main Purpose: To provide the HDA with Strategic Risk Management Services, to integrate strategic risk management into the HDA’s existing strategy setting and performance measurement processes, and to oversee and ensure the building and maintaining of relationships with internal and external strategic stakeholders.

Key Performance Areas:

1. Risk

• Progress reports and updates on:

o The development of a strategic risk profile

o Ensure risk assessments are complete

o The development and approval of a strategic risk register

o The development of a strategic risk management action plan

o Risk monitoring and impact assessment of mitigation/remedial initiatives

o The development of risk culture in the HDA

o Both operational and strategic risk must be managed

2. Senior Management

• Inputs from senior managers into the risk profile: data, perceptions, assumptions, views, surveys, etc.

• Validation of the risk profile and risk management action plan

• Communication of the risk profile and risk management action plan

• Provide feedback on risk monitoring and assessment

• Follow up on risk register

3. HDA Employees

• Communication of the risk profile and risk management action plan

• Provide feedback on risk monitoring and assessment

• Provide training

4. Government Departments and Other Organs of State

• Establish new partnership risk reporting frameworks or sustain existing ones.

• Facilitate risk management engagements between the HDA and Intergovernmental departments and other relevant state entities/ministries

5. External Stakeholders

• Work with external stakeholders on risk mitigation strategies/initiatives

• Conduct risk awareness sessions with external stakeholders

• Support HDA partnerships initiatives with Business Corporates / private sector

6. Develop The HDA’s Strategic Risk Profile and Management Action Plan

• Develop an overview of the HDA’s key strategies and business/operational objectives

• Gather views and data on strategic risks through interviews with senior management staff, and the analysis of data and information (e.g., financial reports, statistics, etc.)

• Combine and analyse the data gathered in the first two steps to develop an initial profile of the organization’s strategic risks with accompanying risk reduction /mitigation plans and SMART targets

• Validate, refine and finalise the strategic risk profile and management action plan for presentation to, and adoption by, EXCO

7. Implement The Strategic Risk Management Action Plan

• Develop a risk culture in HDA by communicating the EXCO approved strategic risk profile and management action plan to HDA staff

• Oversee and monitor the implementation of the risk management action plan

• Providing HDA staff with regular feedback on the progress made in implementing strategic risk reduction/mitigation plans to help reinforce the message that the understanding and management of risk is a core competency and expected role of people across the organization.

8. Integrate Strategic Risk Management into Strategy Setting And Performance Measurement Processes

• Employ the Return Driven Strategy framework in the strategic planning process to articulate and clarify the HDA’s Strategic Risk Management framework to identify new and emerging strategic risks

• Use the strategic risk management framework to develop risk-based objectives and performance measures, and to analyse risks related to strategic expenditures

• Develop a risk scorecard that includes key metrics

• Align departmental risk reporting with the HDA’s strategy with the aid of the Strategic Risk Management Alignment Guide and Strategic Framework for GRC (Governance, Risk and Compliance)

• Include the strategic risk management action plan in the annual APP and dashboards, including risk dashboards

• Monitor, analyse and report on risk reduction/mitigation strategies/action plans

9. Develop and Maintain Relationships with Key Internal and External Stakeholders

• Conduct risk management capacity building workshops with key internal and external stakeholders

• Provide key internal and external stakeholders with risk management and reporting support

• Conduct regular meetings with external stakeholders to identify new/emergent risks

10. Requirements:

• Tertiary qualification B Comm Degree or equivalent

• Certificate in Strategic Business Management/Risk Management/Project Management

• 5 years proven experience in strategic and operational Risk management

• Experience in strategic risk identification and analysis

• Experience in Operation risk identification and analysis

• Familiarity with PFMA and other relevant Regulations.
