The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following positions: Six (6) Months Temporary Fixed Term contract position:

Temporary Recruitment Specialist

Location: Head Office – Johannesburg

Reporting Line: Human Resources Manager

Ref: TRS002

Main Purpose: To manage the entire recruitment life cycle and projects for the HDA. Responsible for sourcing, attracting, interviewing, hiring, and onboarding of employees, while ensuring compliance to all legislation, regulations, policies and objectives of the organisation.

Key Performance Areas:

1. Recruitment and Selection:

• Coordinate cost effective and efficient recruitment of temporary and permanent employees nationally.

• Coordinate the internal and external advertisement for all positions.

• Collaborate closely with Recruiting managers to gain insights into talent requirements.

• Provide exceptional customer service to internal and external candidates, ensuring a positive experience throughout the recruitment process.

• Manage the newly established HDA Job Portal.

• Ensure that HDA meets its Employment Equity targets with particular emphasis on people living with disability and females.

• Utilise various channels to identify and engage potential candidates, employing both traditional and innovative sourcing techniques whilst ensuring compliance with the organisational policies and procedures.

• Conduct confidential pre-screening interviews to assess candidates’ suitability.

• Verify background checks and reference verification checks to ensure the credibility and integrity of candidates.

• Present shortlisted candidates to hiring managers, providing comprehensive profiles and insights.

• Coordinate assessments as needed to evaluate candidate skills, competencies, and capabilities.

• Gather and provide candidate feedback, as well as timely communication of regrets or unsuccessful candidates.

• Develop and implement recruitment strategies, leveraging new platforms and industry best practices.

• Stay updated on competitor activities and market trends to enhance the HDA’s recruitment approach.

• Ensure the accuracy and accessibility of information on the recruitment database, and that the data base is regularly updated with new candidate information.

• Ensure that all Job profiles are approved and signed by the relevant head of Department.

• Ensure that Recruitment activation forms are approved before any recruitment processes are initiated.

• Manage the complete recruitment process from initiation to selection and appointment whilst complying with the HDA recruitment policies and procedures.

• Coordinate and participate in interview processes and manage the entire recruitment process.

• Adhere to timelines and drive all recruitment processes.

• Support management with selection procedures.

2. Response Handling:

• Advertise placement according to approved and activated vacant positions.

• Develop, design and place adverts on the HDA website or HDA Job Portal.

• Manage the screening and short-listing of suitable candidates.

• Prepare the long and short list of candidates for management review.

• Contact candidates to ensure availability.

• Maintain professionalism at all times when dealing with applicants and internal clients.

3. Screening and interviewing:

• Manage the pre-screening processes.

• Coordinate and manage the interview processes according to HDA standard operating procedures.

• Set up interviews by ensuring venue, panel and packs are in order.

• Ensure all interview packs are in order according to HDA standard operating procedures and timeous submission to interview panel members.

​4. On-Boarding:

• Prepare accurate employment contracts and engagement packs for all new staff.

• Manage the co-ordination of all other activities relating to new engagements e.g. Induction, Joining formalities etc.

• Ensure that all verification checks are concluded before and employment contracts are approved.

• Ensure that both electronic and manual hard copy personnel files are audit compliant.

5. Compliance:

• Ensure all recruitment activations are complied with in accordance with the HDA’s polices, and procedures.

• Ensure that all recruitment documents are completed, obtained, and filed correctly and accessible for record keeping and audit purposes.

• Complete accurate monthly and quarterly recruitment reports.

• Assist the HR department with any recruitment audits.

Qualifications and Experience:

• 3-year National diploma or relevant degree Human Resources is required.

• Minimum of 5 years of hands-on recruitment management experience in targeted search, response handling, headhunting, interviewing, and hiring is required.

• Strong understanding of recruitment best practices and industry trends.

• Exceptional communication and interpersonal skills, with the ability to build relationships with stakeholders at all levels.

• Experience in bulk recruitment.

• 3 years’ experience in administration.

Remuneration: R 28 566 per month (all-inclusive package)

Period: Six months
