The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develops the land and project manages the development of housing and human settlements. We carry out our activities in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, financiers, and other affected parties. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. The HDA has the following Three-year Fixed term contract position:

Position: Leasing Officer

Location: Head Office – Johannesburg

Reporting Line: Manager: Land & Property Management

Ref: HDA LO001

Main Purpose: To maintain day to day accounting, administrative and leasing services relating to HDA property portfolio in order to meet legislative requirements and support operations.

Key Performance Areas:

1. Coordination of existing Lease Portfolio

  • Ensure proper documentation of all the lease contracts
  • Ensure continuous alignment between lease contracts, systems information and site information
  • Administer and execute all dates, notices and lease obligations
  • Ensure HDA (landlord) and tenant compliance to all contract conditions
  • Monitor that the administration processes comply with Provincial and Municipal statutory requirements
  • Allocate all rental spaces using allocation processes of the HDA
  • Facilitate the collection of rent by contractual enforcement
  • Resolve and respond to queries from applicants and update occupants’ income on the database.

2. Identify Leasing Opportunities or Market Research

  • Identify all possible leasing opportunities for the portfolio
  • Market properties to both private and public market for leasing
  • Identify potential tenants(users) and avail the opportunities identified to the market
  • Negotiate and conclude best possible and cost-effective leases
  • Conduct the market rental assessment to establish amounts to be charged on each lettable space.

3. Credit and Debit Management

  • Prepare credit vetting for new tenants.
  • Ensure accurate rent billing and rent receivable.
  • Ensure collection of current and outstanding rent
  • Institute legal proceedings for uncollectable rent debt.



4. Utilities Management

  • Open municipal utilities and rates account for each property in the portfolio.
  • Ensure all utilities and tax (rates) invoices are received and prepare rates recons to ensure accuracy.
  • Facilitate payment processes of all utilities and rates accounts accordingly to reduce legal risks and penalties.
  • Ensure recovery of utilities costs from users/tenants.



5. Property Management System and Reporting

  • Provide support to the development of the immovable property lease plan and update thereof.
  • Ensure all leases, property and tenant information are captured on the system.
  • Ensure data integrity and provide regular reports.
  • Report regularly on work, challenges, and action plans for management.
  • Record properties expenditure and revenue on departmental dashboard.



6. Property Insurance

  • Ensure all properties in the portfolio are insured against risk of fire and public liability.
  • Monitor and check all immovable properties insurance invoices for correctness.
  • Facilitate and record payments of insurance into the unit dashboard.

7. Qualifications & Experience

  • A relevant degree or equivalent in the facilities or property or real estate management or law environment discipline
  • Working knowledge of real estate law, principles and practice is required
  • Registration to Professional Body will be added advantage
  • Excellent communication and negotiation skills
  • Experience in the public sector environment will be added advantage
  • 1 to 3 years’ experience in the leasing management environment is required
  • Drivers’ license
  • Computer literacy in Microsoft Package

Remuneration Scale: R 298 100 and R 372 630 per annum (all-inclusive package)
