Assistant Town Planner

The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develops the land and project manages the development of housing and human settlements. We carry out our activities in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, financiers, and other affected parties. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. The HDA has the following Fixed term contract position until 31 March 2028:

Position: Assistant Town Planner

Location: Head Office – Johannesburg

Reporting Line: Project Manager: Town Planner

Ref: HDA ATP002

Main Purpose: To provide technical support in terms land acquisition, project planning and packaging for the development of human settlement.

Key Performance Areas:

1. Land and Property Identification

  • Implement a set of criteria for appropriate land identification
  • Collect a variety of statical data and prepare reports and maps on topics such as census information, land use
  • Collate and compile land record information in support of land identification for human settlement developments
  • Identify appropriate land and properties for the HDA
  • Research opportunities related to land
  • Identify suitable land for the HDA to acquire
  • Assess land in line with the HDA criteria and strategy
  • Engage with stakeholder’s around pre-identified land
  • Research viability of the land
  • Assess land in line with the HDA criteria and strategy.

2. Land Suitability and Assessment

  • Assess land potential in terms of the approved pre-acquisition feasibility model in relation to:
  • Geotechnical assessments
  • Land use assessments
  • Environmental impact assessments
  • Financial feasibility assessments including valuations
  • Integrated development and social infrastructure assessments
  • Development potential and assessments
  • Infrastructure capability and capacity assessments
  • Any other relevant assessments
  • Draft layout plans to support land release requests from government departments
  • Develop planning studies and reports in support oof HDA land acquisition programme
  • Conduct field evaluations and assessments.

3. Administration Support

  • Provide support and information for submission of development applications.
  • Manage the land use management process for the HDA .
  • Evaluates or assists in the evaluation of rezoning, statutory applications, site plans, and other town planning related plans and policies.
  • Undertake consultation processes with relevant local authorities for land development applications.

4. Development Planning

  • Provide support in preparing the project budget.
  • Collation of invoice payment packs as per the checklist
  • Ensure timeous preparation and submission of invoices for payments
  • Maintain accurate records of all invoices and payments.

5. General Administration

  • Monitor project expenditure against budgets and project deliverables
  • Provide support in the management of service level agreements of appointed professional service providers
  • Develop and submit appropriate technical reports and monthly progress reports for assigned work and projects
  • Participate in meetings as required
  • Provide support in procurement of required project resources in line with the HDA SCM policy.

6. Qualifications & Experience

  • A relevant diploma or degree in Town and Regional Planning is required
  • 2 years’ experience within the human settlements sector or development planning
  • Knowledge of GIS and AutoCAD or related spatial information systems will be an added advantage
  • Sound knowledge and understanding of deeds information
  • Knowledge of human settlements developments and understanding of the informal settlements upgrading programme will be an added advantage.

Remuneration Scale: R453 300 and R566 616 per annum (all-inclusive package)
