The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develops the land and project manages the development of housing and human settlements. We carry out our activities in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, financiers, and other affected parties. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. The HDA has the following 3-year fixed term contract position:
Position: Business Intelligence Specialist
Location: Head Office – Johannesburg
Reporting Line: Chief Technology & Information Officer
Ref: HDA BIS001
Main Purpose: Use business intelligence (BI) technologies to process, analyse, report on and track business information at operational and strategic levels.
Key Performance Areas:
1. Data Acquisition, Integration & Quality Assurance
- Establish the data requirements of internal/external clients through running consultation for developing data definitions and standards.
- Identify potential data sources through defining the data requirements and hypotheses, searching the general data environment and establishing partnerships and/or agreements with data custodians.
- Receive data in line with agreed partnerships, arrangements and/or agreements with internal/external clients as required.
- Review and normalise each set of data received from different sources through verifying the reliability, consistency and accuracy of the data in terms of data infrastructure standards.
- Integrate data from different sources through creating an integrated data framework, establishing relationships between data and identifying potential data conflicts or duplications.
2. Database Design and Administration
- Design, develop and support databases required for BI/GIS reporting.
- Work closely with the IT team to install, configure, maintain and administer database servers as and when required.
- Work closely with the IT team to ensure that the security and integrity of the database is maintained at all times.
- Work closely with the IT team to ensure that backups of the database are done and restored daily.
- Work closely with the GIS team to build spatial geodatabases.
3. Data Analysis and Interpretation
- Analyse and manipulate raw data and create information products that can be used across various business units of the organisation based on clients’ needs.
- Use GIS software to collect, analyse and interpret spatial data.
- Use statistical software packages such as Microsoft Excel or R to process and summarise large volumes of qualitative and quantitative data.
- Use programming, scripting and/or model builders to develop spatial and statistical models that could be used to support operational and strategic decision-making.
- Interpret findings from data analysis and develop conclusions and recommendations for application by clients.
4. Data Visualisation
- Use Business Intelligence tools such as Microsoft Excel PowerPivot or Tableau to visualise operational and strategic data in the form of interactive dashboards and infographics.
- Use various GIS tools to visualise spatial data effectively.
- Develop presentations and communicate findings of analyses to various clients.
- Guide principles for data visualisation and train fellow employees on best practices for data visualisation techniques.
5. Values Management

6. Skills
- Comprehensive knowledge of Business Intelligence, data management and data visualization is required.
- Excellent statistical and analytical skills are required.
- Advanced database design and SQL skills is required.
- Programming and scripting is required to develop statistical or spatial models.
- Good communication and presentation skills.
- Experience in Geographic Information Systems (GIS).
- Must be able to pay attention to detail and work under time constraints to accomplish project deadlines.
- Keep abreast of new trends and innovations in the field of business intelligence, database design, spatial and statistical modelling, as well as related hardware and software.
- A valid driver’s licence is required as traveling is required from time-to-time.
7. Qualifications & Experience
- At least a degree in Computer Science, Information Systems, GeoInformatics, Statistics, Engineering or related disciplines.
- Must be literate in Microsoft technologies such as Microsoft SQL Server, Microsoft Excel Pivot Tables & Power Pivot and Microsoft Access.
- Must have experience in Tableau and/or other BI tools, as well as integration with statistical packages such as R.

- More than five years of current experience designing, implementing, and maintaining databases and applications in a relational environment, along with experience in data visualisation, data analysis and working with large quantities of data.
- More than three years of current experience in GIS and statistical modelling.
- Experience in assessing client needs and translating them into information products and services is also required.
Remuneration Scale: R570 700 and R741 900 per annum (all-inclusive package)
