The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The Agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following 6 months contract Position:

TEMPORARY ETHICS SPECIALIST

Location: Head Office

Reporting Line: Risk Manager

Contract: 6 Months Contract

Reference: HDAES001

Main Purpose: The purpose of an Ethics Specialist is to ensure that the HDA operates in compliance with ethical principles, legal standards, and organisational values. Playing a crucial role in fostering a culture of integrity, accountability, and trust with the HDA.

Key Performance Areas:

1. Ethics Risk Management

• Assist the Risk Manager in the implementation of the ethics risk management programme within the HDA, with particular attention to: ant-fraud, corruption and whistleblowing policy and procedures, and the fraud prevention plan.

• Analysis and evaluation of the of ethics-related policies to align with codes of ethics and/or conduct within the HDA, and best practice.

• Design and implement ongoing learning and awareness programs on the code of ethics and ethics related policies to effect behavioural change within the Organisation.

• Ensure ethical decision-making is embedded in key processes.

• Provide guidance and advise to employees, management, and the board including its committees on ethics-related issues.

• Conduct a lifestyle review annually based on the Declaration of interest / financial disclosures and in accordance with the entity’s operational structure.

• Ensure implementation and monitoring of consequence management of ethics-related cases.

• Conduct ethics opportunity and risk assessment through ethics questionnaire survey and interviews with employees. Monitor and report on unethical behaviour t activities.

• Assist the HDA in driving an ethical culture through collaboration with Human Resources, Marketing and Communications, Compliance, and other inter-related departments.

• Conduct ethics assessments on reported unethical conduct.

• Assist Internal Audit with conducting preliminary fraud assessments.

2. Monitoring

• Monitor adherence to ethical standards and compliance with regulations and guidelines

• Ensure development and maintenance of confidential procedures and systems required for effective handling of allegations related to ethics.

• Ensure prompt investigations pursuant to complaints and allegations of ethical misconduct.

3. Reporting

• Assist with the preparation of ethics related reports for presentation and adoption by the EXCO, Social and Ethics Committee, Audit and Risk Committee and the Board.

4. Qualifications and Experience

• B-degree in Commerce / Law, Corporate Governance / Risk Management and Compliance

• Ethics Officer Certification Program (EOCP) Accredited

• 5 years and above experience in ethics compliance

• Experience in PFMA Public Entities will be added advantage

Remuneration Scale: R47 558 – R72 466 per month (all-inclusive package)
