The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The Agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following: Twelve (12) Month Temporary contract position.

Position: Temporary SCM Compliance Manager

Location: Head Office – Johannesburg

Reporting Line: Senior Manager: SCM

Ref: HDASMC01

Main Purpose: To perform compliance duties including irregular, fruitless and wasteful expenditure activities withing SCM and Finance.

Key Performance Areas:

  • Maintain irregular, fruitless and wasteful expenditure registers and confirm the amounts.
  • Conduct determination tests.
  • Prepare determination test reports on irregular, fruitless and wasteful expenditure and table to the condonations committee, EXCO and Board.
  • Prepare and submit to National Treasury request for condonation.
  • Compile all SCM reports that must be submitted to National Treasury and ensure that they are submitted.
  • Conduct policy and procedures training on SCM law and regulations organisation wide on a regular basis.
  • Monitor the SCM legal and regulatory environment and ensure that the organisation is kept abreast of developments and complies accordingly.
  • Provide compliance advice where required.
  • Conduct SCM self-audits as required.
  • Draft reports with clear findings and recommendations.
  • Assist both SCM and Finance with the audit process.

5. Qualifications & Experience

  • Degree in Supply Chain Management/Legal or Finance.
  • Experience and knowledge in governance and compliance with the PFMA and PPPFA.
  • 10 years’ experience in Supply chain.

Remuneration: R61 000 per month (all-inclusive package)

Period: Twelve Months
