Bendor Extension 100 back on track

The HDA is the implementing agent for the Bendor Extension 100 development as part of the Agency’s Medium Term Operational Plan with Limpopo.

Bendor Extension 100 was introduced by the Limpopo Cooperative Governance, Human Settlements and Traditional Affairs Department (COGHSTA) in 2007 to facilitate the development of a classical integrated human settlement in a well-located area that provides convenient access to urban amenities, including places of employment.

The project was started in 2007 following the acquisition of the portions of land.A land development agreement between the COGHSTA, Thubelisha and National Housing Finance Corporation(in the role of implementing agent) was entered into but due to various changes to institutional arrangements, this agreement was terminated. For continuity, the COGHSTA entered into an agreement with HDA to act as implementing agents on the development.

Roads and stormwater construction commenced in June this year and is set to be completed by June 2013 although the HDA is optimistic that this stage will be completed ahead of schedule. It is anticipated that the request for proposals for the top structures will be published at the end of this month with the appointment of the developer towards the end of the year. These units are proposed to be constructed in three phases and include low income units, GAP/bonded units and affordable rental units.

As with all projects of this nature, the involvement of all spheres of government, and in this case the private sector, will ensure the development is a success. The top-structure developer will be responsible for the financial cross-subsidisation arrangements and will engage with the province, a social housing institution and financial institutions to ensure that this process goes smoothly.
