The Western Cape Implementation Protocol (IP) was concluded on 25 June 2012, signed by the HDA CEO Taffy Adler, and Head of Department of Human Settlements Western Cape MbuleloTshangana.
In terms of the IP, the agency will:
· Provide support to the department in undertaking functions pertaining to land assembly (process from identification through to release and land holding where applicable),
· Support municipalities within the province with regards to negotiations that are aimed at securing sale agreements for the purposes of housing and human settlements,
· Project management services as agreed upon from time to time, to assist with the implementation of housing and human settlements programmes,
The protocol also enables the department to request the agency to perform certain roles and responsibilities on behalf of the department where such roles and responsibilities are in line with the functions of the agency as envisaged in the HDA Act.
