Media Release - Achieves an Unqualified Audit and Exceeds Targets

HOUSING DEVELOPMENT AGENCY (HDA) SHIFTS FROM A PERIOD OF RECOVERY TO CONTINUOUS IMPROVEMENT

The Housing Development Agency (HDA) has achieved an unqualified audit opinion for the 2023/24 financial year, reaching 91% of the targets planned for the year, an improvement from the previous financial year’s performance of 74%.

After several years of instability at both governance and operational levels, the HDA has shifted from a period of recovery to that of driving continuous improvement, highlighting the Agency’s commitment to sound financial management, accountability, and transparency in its operations, further solidifying its reputation as the developer of choice in the human settlements sector. The Auditor-General’s report confirmed that the HDA’s financial statements were free from material misstatements and that there were no material findings on the Agency’s performance against predetermined objectives, compliance with laws and regulations, or internal controls. This unqualified audit is a testament to the Agency’s dedication to upholding the highest standards of governance and financial integrity.

Commitment to Good Governance and Accountability

The HDA is mandated to identify, acquire, prepare, and develop suitable land for human settlement development and it has long prioritised the responsible use of public funds. This achievement underscores the Agency’s commitment to ensuring that all resources are managed in an efficient, transparent, and accountable manner to support its mission of providing housing solutions to millions of South Africans. During the tabling of the entities’ Annual Reports to the Portfolio Committee on Human Settlements on 17 October 2024, the HDA’s Chief Executive Officer, Mr. Bheki Khenisa, expressed his satisfaction with the outcome, stating that; “The unqualified audit is a testament to our unwavering commitment to financial integrity and the effective management of public funds”

He added, “As the HDA, we recognise the critical role we play in addressing human settlements challenges faced by millions of South Africans, and we remain committed to ensuring that every rand spent contributes meaningfully to improving the lives of our people.”

The CEO has also assured HDA’s stakeholders that “We will continue to uphold the highest standards of transparency, accountability, and ethical leadership. We are committed to maintaining this high standard of governance going forward. Because this audit outcome motivates us to keep pursuing our mandate of identifying, acquiring, and developing suitable land for human settlements development whilst delivering quality housing in partnership with public and private sector stakeholders.”

Chairperson of the HDA Board Hosi P Ngove also echoed these sentiments, stating that “this audit outcome signals our readiness to continue servicing organs of the state at national, provincial, and local levels, in the development of sustainable human settlements.”

He further stated that “The Board extends its appreciation to the Minister of Human Settlements, Honourable Mmamoloko Kubayi, the Director General Dr. Mokoditloa Eliakim (Alec) Moemi, and the entire management team of the Department of Human Settlements, provincial and local government for their guidance and support, which has been instrumental in the effective functioning of the HDA.”

The unqualified audit comes at a crucial time when the HDA is intensifying its efforts to assist the sector in addressing South Africa’s housing backlog, thus, with sound financial management practices in place, the HDA, working closely with national, provincial, and local government, is well-positioned to continue its role in unlocking suitable land and facilitating the creation of and implementation of sustainable human settlements development’s across the country to deliver sustainable human settlements.

The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the program and project management for the development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.
