The Housing Development Agency (HDA) is a national public sector development agency mandated to identify, acquire, prepare, and develop suitable land for human settlements. It also manages housing and human settlements development programs and projects in partnership with various stakeholders, including national, provincial, and local governments, as well as communities, developers, and financiers. Established in 2009 by an Act of Parliament, the Agency is accountable to the Minister of Human Settlements through its Board.

The HDA has the following Three-Year Fixed-term contract position:

Specialist: Monitoring & Evaluation

Location: Head Office – Johannesburg

Reporting: Senior Manager: Monitoring & Evaluation, Policy Research & Planning

Ref: HDASME001

Main Purpose:

To undertake all monitoring and evaluation functions related to land assembly and the implementation of Human Settlements programs and projects from inception to post close-out stage as per HDA Act. Additionally, to generate relevant monitoring and evaluation indicators to track transformation targets and measure the impact of the spatial transformation agenda. Moreover, provide recommendations to the HDA on the findings of the monitored land parcels and evaluated projects, ensuring their implementation in respective programs.


Key Performance Areas:

1. Programme Monitoring & Evaluation

  • Implement M&E plans/systems for the coordinated design, planning, management, and monitoring of programs/projects within identified priority areas.
  • Review municipal and provincial business plans within priority areas to align with HDA’s Strategic plan.
  • Assess local and regional Spatial Development Framework/Integrated Development Plans and sector strategies, aligning project approaches to ensure Spatial Transformation outcomes.
  • Conduct evaluation/assessment studies of key projects/programs.
  • Collect, compile, and analyze data from project reports, preparing consolidated progress reports with recommendations.
  • Conduct site inspections, prepare SWOT analysis, review M&E findings, and disseminate information to stakeholders.
  • Engage with stakeholders in provinces and municipalities to track relevant information.
  • Compile data for ongoing reviews and updates of M&E plans/systems.
  • Conduct post close-out stage assessments/site evaluations to measure Transformation Targets.


2. M&E Applications/Dashboard Development, Management, and Maintenance

  • Design, develop, implement, and maintain Monitoring and Evaluation databases, survey tools, and dashboards.
  • Ensure adherence to M&E standards, procedures, and regulations.
  • Monitor system utilization, conduct user experience sessions, and ensure timely alerts.
  • Provide data analyses and strategic analyses to guide decision-making.

3. Programme and Project Monitoring & Evaluation

  • Streamline processes for efficiency in gathering and using performance information.
  • Develop M&E frameworks for programs.
  • Conduct qualitative and quantitative analyses of M&E data findings.
  • Provide technical oversight and support to project staff.
  • Provide strategic recommendations to EXCO and the Board.

4. People Management

  • Lead and guide personnel, set clear objectives, and manage relationships.
  • Support staff development and manage risks.

5. Land Parcels/Projects Administrative Activities

  • Manage administrative activities to ensure departmental effectiveness.
  • Support the promotion of Agency’s M&E Products.
  • Work efficiently and effectively remotely.

Qualification & Experience:

  • A Degree or equivalent in the Built Environment sector.
  • Solid experience in ArcGIS enterprise and/or Power BI.
  • Excellent Report writing and communication skills.
  • 5 years of work experience in project management, Information systems, Land Management, and Housing Development.
  • Competent in MS Office, AutoCAD, Sketchup, Tableau.
  • Experience in the Human Settlement environment is an advantage.
  • Valid driver’s license and willingness to travel.
