The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develops the land and project manages the development of housing and human settlements. The HDA has the following 12 months - Temporary Contract position:

Administration Clerk: Property Management

Location: Region C KZN

Reporting Line: Project Manager

Ref: AC001

Main Purpose:

• To provide effective and efficient property administration and transfer of Pre 1994 housing state properties in the Coastal region.

Key Performance Areas:

1. Administer the letting, sales agreements entered into with the tenant or purchasers and variations on the agreements:

• Prepare lease agreement and addendum of agreement.

• Create new debtor account.

• Issuing of rental cards of payment purposes.

• After transaction, complete request registry to close old file and open new tenant file in accordance with the new transactions.

• Complete documentation on sale agreement.

• Apply pre-emptive clause on all cash sale processes.

• Waive pre-emptive clause on all cash sale processes.

• Conduct periodical local inspections on properties.

• Updating occupational status in terms of regularization, formalization, or substitutions.

• Represent the department as landlord of the property.

2. Administer the Disposal of properties through Enhanced Extended Discount Benefit Scheme to department debtors:

• Identify properties to be disposed through EEDBS.

• Promotion of EEDBS through workshops, educating stakeholders.

• Conduct social survey to establish correct status of occupation of properties against completed EEDBS forms, debtor system and or file information.

• Prevent double subsidization by conducting checks on deed searches and database searches.

• Identify the relevant property lot number.

• Preparation of pre-transfer documents such as deeds sale, rate clearance certificate, transfer duty, affidavit of status and other attached copies.

• Ensure that state attorney or private Conveyancer is instructed to pass transfers.

• Prepare monthly report

3. Administer the transfer of vacant properties to municipality and non-enhanced Extended Discount Benefit Schemes:

•​Preparation of pre-transfer documents such as deeds sale, rate clearance certificate, transfer duty, affidavit of status and other attached copies.

•​Ensure that state attorney and private attorney is instructed to pass transfers.

•​After transfer notify the relevant municipality.

4. Administer all work pertaining to the sectionalization of pre- 1994 Departmental properties and any other technical inter-related Conveyancing work

Qualification & Experience:

• Junior Certificate or Senior Certificate PLUS a Conveyancing certificate

• A minimum of 5 years appropriate / relevant experience
