The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develop the land and project manage the development of housing and human settlements. We carry out our activities in partnership with a range of stakeholders including national, provincial and local government and municipalities, as well as with communities, developers, financiers and other affected parties. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. The HDA has the following three-year fixed term contract position:

Finance Specialist

Location: Head office, Johannesburg

Reporting Line: Financial Accountant

Reference: FS 010

Main Purpose: To provide financial and administrative support by ensuring that supplier payments are processed according to established and approved policies and procedures.

Key Performance Areas:

1. Financial Reporting:

​Review allocation of expenditure to correct GL codes

•​Review nature of invoice and how they are linked to different processing methods (e.g PO

module vs AP module)

•​Produce age analysis and follow up long outstanding items

2. Supplier Payments:

​Approved payments are made within 30 days from receipt of invoice

•​Review payments packs prepared by Accounts Payable Clerk for compliance and accuracy

•​Ensure that every submitted invoice has funds available prior processing for payment

•​Post supplier batches on accounting system

•​Upload payments into the correct bank

•​Submit payments for release in bank

•​Ensure compliance with SCM policies and procedures, rules and regulations

•​Ensure critical payments such as municipal rates &Telkom are paid to correct reference accounts
•​Review payment tracking schedule of invoices received and paid and follow up on unpaid invoices.

3. Payments tracking and monitoring:

•​Resolve saccounts payables queries following and escalate when nessesary

•​Follow up on long outstanding invoices not paid due to various stakeholder related issues

•​Ensure a process of receiving ,verifying and reconciling invoices for payment is in accordance to approved policies and procedures

•​Handle all supplier correspondences

•​Prepare and monitor a schedule of recurring monthly payments and ensure payments are processed accordingly

4. Study assistance management:

• Capture study assistance invoice monthly

• Follow up on academic results from study assistance holders.

• Capture recoveries or write offs against the study assistance granted.

• Calculate final study assistance account on employee termination.

• Follow up on owing study assistance amounts from ex-employees.

5. People Management:

• Select, assign, lead and manage people.

• Set clear objectives for self and others and measure achievements against these objects through implementation of the performance management system.

• Build and manage relationships with staff members.

• Manage and support staff development (e.g., training, workshops, etc)

• Develop and manage the implementation of succession plans for key individuals and critical positions

• Implement the HDA HR policies and procedures as required.

• Manage risks and address issues as they arise.

​Provide support to external and internal auditors and attend to audit queries.

6. Other:

•​Drive specific tasks as mandated by management as and when required.

•​Provide support to the risk specialist by assessing, identifying Finance department risks.

​Ensure that appropriate financial regulations and controls are in place.

7. Financial Controls, Policies and Procedures

•​Implement HDA financial policies and procedures.
•​Any other duties which may be assigned from time to time.

9. Requirements:

• Nation Diploma in Finance (NQF 6) or equivalent.

• 5 years of relevant experience in Finance.

Remuneration Scale: R 521 000 to R 651 556 per annum (all-inclusive package)
