The Housing Development Agency (HDA) is a National Public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following five-year fixed-term contractposition:

Main Purpose: To define, develop, manage, implement, and monitor the HDA Informal Settlement Upgrading andEmergency Support Programme (HDA ISU – EH) with the National, Provincial and Municipal Department, organs of state and regional offices including developing programme and project frameworks, guidelines, standard operating procedures (SOP), monitoring, reporting and evaluation tools to ensure required targets, outputs and outcomes of the programme are delivered and achieved.

Development & maintenance of a HDA ISU – EH programme implementation framework, SOP, monitoring, evaluation, and reporting processes.

1. ISU-EH Strategy and Programme Implementation Development and service framework

• Define a multi-year and annual operational programme plan to implement the strategy that includes measurable targets for delivery and allocated responsibilities.

• Consult and communicate the plan and strategy annually to relevant stakeholders including team members and managers as required by the HDA Act before the conclusion and implementation of the programme plan.

• Ensure the strategy and plan is aligned with the HDA Annual Performance Plan (APP),

2. Stakeholder Engagement and Consultations

• Network with relevant role-players and make appropriate contact with private and public sector organisations.

• Gather relevant information including key decision-making processes, strategic choices, and strategic development of priority plans)

• Promote the HDA functions, mandate, and roles through delivering presentations, networking with people, representing the HDA as well as addressing queries on the HDA programme services offering.

• Consulting with the relevant public sector bodies to identify areas of mandate alignment, to inform the structuring of operational programmes and plans.

Establish processes to ensure full, end-to-end coordination between all involved parties.

3. ISU planning and implementation support

• Develop and assist with ISU-EH programme and project pipelines and readiness status on priority programmes and upgrading projects assigned to the HDA.

• Support the HDA Regions and Provinces to develop project plans to ensure achievement of agreed services for HDA ISU-EH projects and programmes.

• Support HDA Regional and Provincial Offices to develop, define and undertake project feasibility factors, resourcing requirements and project deliverables and time frames for HDA ISU-EH projects and programme.

• Provide regular programme and project reporting for HDA ISU-EH projects and programme.

• Develop and assist with sector ISU-EH programme and project pipelines and readiness status reporting.

• Identify issues, blockages and challenges and propose and assist with mitigation and unblocking interventions for projects and programmes.

4. Sup-programme management, support, and performance

• Support and facilitate implementation and performance on sub-programmes:

o Land Assembly for human settlements

o Upgrading of informal settlements

o Land Geo-spatial service

o Project Management support

o Catalytic Projects Design and Implementation

• Support and guide the work of the development managers responsible for the sub-programmes. This includes project planning and preparation and coordinating specific support.

• Determine and operationalise processes to implement the sub-programmes in line with the overall objectives of the programme and strategy.

• Provide strategic support to coordinate the plans and resource allocations between the province, municipalities, and relevant sector departments to appropriately programme projects for human settlements development over the MTEF period.

• Quality manages and signoff all submissions and governance approvals and other inputs as may be required and agreed with the Head of Department.

5. ISU advice, guidance, support, and best practices

• Provide support, guidance, advice, and direction to regional offices on the overall ISU-EH processes.

• Provide support, guidance, advice, and direction to national, provincial, and municipal stakeholders on the overall ISU-EH processes.

• Identify and build relationships with provincial and municipal key role players involved in the ISU-EH value chain.

• Develop support materials, best practices, lessons learnt and information on the HDA ISU-EH approach and processes for regional offices, key role players and clients and the sector.

6. Resource Management and alignment

• Procure required project resources ensuring the requirements of the HDA SCM and finance policy are complied with.

• Manage and/or advise service providers as required for projects.

• Monitor and manage performance of service providers and other project resources in terms of meeting project deliverables and outcomes and provide feedback to identified project resources.

• Ensure alignment of external resources to project, regional and internal capacity support on the programme

• This function includes the management of staff assigned to the unit/programme.

7. Budgeting and Financial Management

• Develop project/programme budgets in line with agreed feasibilities, available funding and project or operational planning.

• Monitor project expenditure against budgets and project deliverables.

• Address any project budget variances.

• Provide feedback and input to the overall HDA budget as required.

8. People Management

• Select, assign, lead and manage people.

• Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.

• Build and manage relationships with staff members.

• Manage and support staff development.

• Develop and manage the implementation of succession plans for key individuals and critical positions.

• Implement the HDA HR policies and procedures as required.

• Manage risks and address issues as they arise.

9. Requirements

• Relevant Degree or equivalent in the housing and human settlements development disciplines – Planning, Architecture, Quantity Surveying, Engineering

• Relevant professional registration

• Experience in strategic programme and project development and implementation is a key requirement.

• 10 – 12 years’ experience in a similar role. A minimum of 5 years of this experience must be at management level.

• Knowledge, insight, and experience of the public sector human settlements and built environment development.

• Knowledge of legislation and policies regulating the human settlements sector and the built environment development

• Strategic management and superior communications skills

• Competent at Word, MS Outlook, Excel, PowerPoint

• Ability and willingness to travel extensively.

Remuneration Scale: R1 269 200 to R1 650 000 per annum(all-inclusive package)
