The Housing Development Agency (HDA) is a National Public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following five-year fixed-term contractposition:

Programme Manager: Special Projects

Location: Head Office, Johannesburg

Reporting Line: Head: Strategy Programme Planning and Coordination

Reference: PMSP 013

Main Purpose: To manage and co-ordinate implementationof the designated Special Projects Programme to support theoutcome and deliverables assigned to the HDA.

Key Performance Areas:

1. Strategic Management

• Manage and implement programme and project plans and outcome decisions taken at EXCO and Steering Committee level and ensure performance in the specific functional area.

• Determine and operationalize and implement the strategy and continually scan the provincial environment to optimise opportunities and mitigate risks.

• Develop Annual Performance Plans and ensure alignment with HDA Annual Performance Plan

• Determine optimal utilisation and mobilisation of resources across other organs of State (Province, Municipalities, and other public bodies)

• Develop, determine, and implement set precedents for how work should be done in respect of agreed protocols/ objectives with Provinces.

• Support and advise the internal and Head Office (where applicable) functionaries in respect of their operations and interface with the Province/ Municipalities and ensure coordination across the functionaries.

• Prepare monthly and quarterly reports and ensure timeous reporting.

2. Stakeholder Engagement and Consultations

Network with relevant role-players and make appropriate contact with public sector organisations.

To forge partnerships with programme project stakeholders

Gather relevant information (key decision-making processes, strategic choices, and timing of priorities)

Promote the HDA function, mandate and function through consultations, networking with people, representing the HDA as well as addressing queries on the HDA services programme services.

Consulting with the relevant public sector bodies to identify areas of programme and project mandate alignment (to inform the structuring of operational programmes and plans)

Establish processes to ensure full, end-to-end coordination between all involved parties.

3. Programme Oversight

• Advise the planning and delivery of the Special Projects and Priority Programmes.

• Define a multi-year and annual operational plan to mobilise capital funding for the programme projects within the programme as well as HDA strategic programme project opportunities and include measurable targets for delivery and allocated responsibilities.

• Consult and communicate the plan and programme annually to relevant stakeholders including team members and managers together with the National Department of Human settlements before the conclusion and implementation of the plan.

• Ensure the programme and plan is aligned with the National Departments and HDA organisational strategy and direction, values, and mission before finalized and implemented.

• Ensure and build relationships with keys sector stakeholders and role players relating to this programme.

4. Programme Management and administration

• Overall management of strategic programmes and all appointed staff.

• Manage administrative support to ensure the effective functioning of the HDA services in the province.

• Ensure that clear and explicit work processes and procedures are established and understood in allassigned sections and set up systems and methodologies to monitor the execution and performance of the programme.

• Identify inefficient and costly practices andrecommend corrective actions/improvements enhancingthe performance and effectiveness of the Programme.

• Control quality and quantity of work performed, guidethe team, and carry the overall responsibility for the task fulfilment as per the operational plan.

• Oversee the assigned functionary managers that:

o Detailed Project Plans and necessary andsatisfactory project procedures are established todirect all project work in order to maintain timelyexecution and quality of work.

o Results are compiled, documented, andforwarded to in required format, quantity, andquality, and ensure timely and correctpresentation and explanation of results.

o Risks are proactively managed.

o Progress review and coordination meetings areheld regularly with key project team members,and other project stakeholders.

o Progress is diligently monitored, and bottlenecksand related issues are proactively tracked.

o Costs are properly tracked and maintained withinapproved project budgets.

o Project schedules are followed, and deadlines aremet.

5. Sup-programme management, support, and performance

• Support and guide the work of the development managers responsible This includes project planning and preparation and coordinating specific support.

• Determine and operationalise processes to implement the sub-programmes in line with the overall objectives of the programme and strategy.

• Provide strategic support to coordinate the plans and resource allocations between the province, municipalities, and relevant sector departments to appropriately programme projects for human settlements development over the MTEF period and beyond.

• Quality manages and signoff all submissions and governance approvals and other inputs as may be required and agreed with the Head of Department.

6. Budgeting and Financial Management

• Develop programme budgets in line with agreed feasibilities available funding and operational planning.

• Managing the programme budgeting and cash flows

• Address any programme budget variances.

• Provide feedback and input to the overall HDA budget as required.

7. People Management

• Select, assign, lead and manage people.

• Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.

• Build and manage relationships with staff members.

• Manage and support staff development.

• Develop and manage the implementation of succession plans for key individuals and critical positions.

• Implement the HDA HR policies and procedures as required.

• Manage risks and address issues as they arise.

8. Requirements:

• Relevant Degree in Built Environment including Planning, Engineering, Architecture and Quantity Surveying

• 8 years proven and relevant experience in the housing and human settlements development environment including public sector planning and public programme implementation.

• Experience in strategy development and implementation is a key requirement.

• Knowledge, insight, and experience of the public sector human settlements and built environment development.

• Knowledge of legislation and policies regulating the human settlements sector and the built environment development

• Strategic management and superior communications skills

• Competent at Word, MS Outlook, Excel, PowerPoint

• Ability and willingness to travel extensively.

Remuneration Scale: R1 155 200 to R1 501 800 per annum(all-inclusive package)
