The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develop the land and project manage the development of housing and human settlements. We carry out our activities in partnership with a range of stakeholders including national, provincial and local government and municipalities, as well as with communities, developers, financiers and other affected parties. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. PROJECT MANAGER: SENIOR TOWN PLANNER (ISU) X 2 POSITIONS

LOCATION: GAUTENG

Main Purpose: To formulate Land Strategies with partners for the realisation of integrated human settlements and to design local concepts plans in the Land Assembly processes for financing and implementation.

Key Responsibility Area


1. Business Plan and Strategy:

• Develop a Business Plan for Land Assembly Strategies and Housing support services

• Develop a Framework and operational plan for implementing the approach to land assembly strategy in line with government policies

• Support Land Assembly strategies and Land Management approaches with partners for the delivery of integrated human settlement.

• Analyse local areas Spatial Development Plans including environmental and bulk infrastructure services

• Manage and coordinate the land assembly strategy implementation processes with provincial and municipal partners.

2. Land Use Assessment:

• Review the Identified land and landed properties by the HDA

o Examine the emerging development opportunities for identification of Priority Housing Development Areas

o Assess the opportunity in line with the HDA mandate and land assembly strategy

o Review development feasibility studies in support of regional partners initiatives

• Asses identified land in line with the HDA land identification criteria and relevant HDA tools

• Engage with key stakeholders on land development proposals and associated financing arrangements.

• Formulate Report on recommendations detailing the land development objectives and potential impact for acquisition, holding and/or release by HDA.

3. Land Assembly & Development Financing:

• Coordinate the development of the Local Area Design Concept in the land assembly process for development planning options and financing.

• Ensure that that the spatial transformation principles as expressed in government policies and programmes are supported.

• Engage with key public and private partners for support and required commitments

• Align development finance and programming in accordance with government multi-year budgetary cycles.

4. Resource Management and alignment:

• Procure required project resources ensuring the requirements of the HDA SCM and finance policies are adhered to.

• Manage and/or advise service providers as required for projects

• Monitor and manage the performance of service providers and other project resources in terms of meeting project deliverables and outcomes and provide feedback to identified project resources.

• Ensure alignment of external resources to project, regional and internal capacity support on the Programme

5. Budgeting and Financial Management:

• Develop project/programme budgets in line with agreed feasibilities, available funding and

project/operational planning

• Monitor project expenditure against budgets and project deliverables

• Address any project budget variances

• Provide feedback and input to the overall HDA budget as required

8. People Management:

• Select, assign, lead and manage people

• Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system

• Build and manage relationships with staff members

• Manage and support staff development

• Develop and manage the implementation of succession plans for key individuals and critical positions

• Implement the HDA HR policies and procedures as required

• Manage risks and address issues as they arise

9. Requirements:

• A relevant degree in the Built Environment, Urban Design and/or Town Planning environment preferred.

• Experience in GIS or related spatial information systems

• Experience in AutoCAD

• A minimum of 6 years experience in the built environment

• Experience in development financing will be an added advantage

Be prepared, willing and able to travel extensively, so a code 8 (B) drivers’ license is essential
