The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develops the land and project manages the development of housing and human settlements. The HDA has the following three-year fixed-term contract.

Position: Project Manager: Town Planner Priority Development Areas (PDA)

Location: Head Office – Johannesburg

Reporting Line: Head: Land Assembly

Ref: HDA PMTPPDA001

Main Purpose: The primary responsibility of the town planner PDA is to ensure the preparation, adoptions and implementation of development plans for the declared PDAs.

Key Performance Areas:

1. Development Planning

  • Knowledge about the declaration of PDA and the role of PDAs towards achieving human settlements’ spatial transformation and consolidation
  • Ability to establish the linkages between the PDAs at a national and sub-national context within the context of local SDFs etc
  • Determine the programmatic interventions in PDAs (Informal Settlements Upgrading Programme, Integrated Residential Development, Affordable Rental Housing, Financially Linked Individual Subsidies Programme, Distressed Communities in Mining Towns etc)
  • Ensure alignment to provincial and local government planning and budgeting cycles
  • Apply applicable housing legislation and policies to guide programmatic interventions in PDAs
  • Review research and policies proposed affecting the PDAs
  • Guide the planning process in line with municipal planning requirements (legislation, policies, regulations, by-laws)
  • Identify fast-tracking measures to accelerate town planning processes within PDAs
  • Undertake spatial analysis of settlement development in PDAs in respect of spatial data, housing need, growth potential, investment potential, depreciation etc
  • Ensure integration within PDAs across all sectors:
  • Land assembly within PDAs
  • Infrastructure development which covers bulk infrastructure, internal infrastructure, social amenities, transport etc
  • Ecological infrastructure which includes climate change, renewables etc
  • Economic development which includes local economic development, mining etc.

2. PDA Development Plans and Implementation Frameworks

  • Working closely with the National Department of Human Settlements ensure the preparation of development plans and implementation frameworks for PDAs which includes in house preparation and outsourcing. The work entails:
  • Prepare profiles for the PDA which covers housing need in the PDA, human settlements challenges, infrastructure requirements, land availability, existing and planned housing projects etc.
  • Prepare strategic analysis of the PHSDHA covering the spatial structure and land use, socio-economic features, infrastructure development, ecological infrastructure and economic development
  • Prepare detailed description in relation to cadastral layouts in the PDA, number of properties, land ownership of vacant land and related issues (land claims, title deeds etc), functional areas etc
  • Review and evaluate existing plans (development plans, precinct plans, master plans etc) and make recommendations
  • Apply relevant legislation and policy as it relates to human settlements planning and projects
  • Undertake development feasibility to identify and model the appropriate land use and development options
  • Prepare human settlements development concepts and strategies for the PDA in line with all applicable legislation and policy
  • Prepare implementation programme which includes planned development initiatives and funding commitments in the PDA
  • Knowledgeable about the roles and responsibilities of spheres of government in the preparation of development plans and implementation frameworks
  • Able to communicate verbally and in writing about the development plan and implementation framework for each PDAs
  • Schedule the rollout of the implementation frameworks with provinces and municipalities in line with SDFs, CIFs etc
  • Identify project investment opportunities and prepares relevant documentation. Able to package high impact development projects within PDAs.
  • Develop project partnerships by mobilising support with other government departments for mutual benefit on the Implementation of PDAs
  • Consult on the packaging of human settlements projects for implementation
  • Receive and respond in writing or verbally to public inquiries regarding the PDAs declaration
  • Promote effective inter-governmental relations between the spheres of government.

3. Land and Property Identification in PDAs

  • Implement systems, policies, and procedures for addressing all potential land and property opportunities in PDAs.
  • Identify appropriate land and properties.
  • Engage with stakeholder’s around pre-identified land.
  • Engage with stakeholders with property opportunities.

4. Land Suitability Assessment in PDAs

  • Assess land potential in terms of the approved pre-acquisition feasibility model in relation to geo-physical parameters.
  • Implement the pre-acquisition feasibility model for all potential land transactions.
  • Undertake land suitability assessment and identification within the scope of sustainable human settlements development.
  • Develop and maintain periodic registers on land suitable for human settlements development.
  • Develop reports with recommendations detailing the outcome of the assessments and feasibilities.

5. Programme and Project Support

  • Participate and implement the resolutions of the National Human Settlements Spatial Planning Forum led by the NDHS.
  • Coordinate participation of HDA provincial offices in all quarterly meetings of the Forum
  • Ensure participation of the HDA provincial offices in the Provincial Quarterly Steercom meetings for PDAs led by PDHS.
  • Coordinate preparation of development plans across provincial HDA offices in each region, ensuring the requisite resources are available and communicating the associated risks.
  • Compile, submit and present progress reports and completed development plans to the PDA steering committees and Spatial Planning Forum
  • Manage the procurement of service providers.
  • Manage service level agreements of appointed service providers and monitor deliverables and ensure turnaround plans to bring the work of a service provider back on track where needed.
  • Implement financial policies and procedures for invoicing and payment of service providers.
  • Develop and submit minutes of meetings.
  • Participate in meetings including BAC and BEC as required.
  • Able to communicate with all role players.

6. Stakeholder relations

  • Regular interaction and driving consultation with municipalities, provinces, national departments, and other key stakeholders to strengthen collaboration around planned interventions in the PDA.
  • Participate in various meetings (internal and external forums, applicants, objectors, etc.) and provide comments/opinions on matters affecting or concerning the functionality.
  • Collaborate with external departments/professions on complex issues related to land use planning and related principles (environment, agriculture, etc.) with a view to aligning internal processes.
  • Attend meetings with project managers, developers, attorneys, and other stakeholders.

7. General Administration

  • Compile monthly progress reports in respect of the HDA Annual Performance Plan
  • Implement procurement policies and procedures as outlined in the Act and its Regulations.
  • Compilation of technical reports and presentations.

8. Qualifications & Experience

  • A relevant degree in the Built Environment, Urban Development and/or Town and Regional Planning is required.
  • Registration with SACPLAN as a Professional Town and Regional Planner is required.
  • A minimum of 6-10 years’ experience in town planning is required.
  • Experience in the human settlement’s environment and/or project management will be an added advantage.
  • Excellent communication skills (verbal, written) and able to compile Power Point Presentations
  • Be prepared, willing and able to travel extensively, so a code 8 (B) drivers’ license is essential.

Remuneration Scale: R 668 900 and R 869 600 per annum (all-inclusive package)
