The Housing Development Agency (HDA) is a National Public sector development agency that inter alia has the mandate to identify, acquire, prepare, and develop suitable land for human settlements. The agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements. The HDA has the following Fixed term contract positionending 31 March 2028:

Subsidy and Beneficiary Specialist

Location: Head Office – Johannesburg

Reporting Line: Development Manager

Ref: HDA SBS010

Main Purpose: To extract data, verify correctness and accurately capture data onto defined computer databases and spreadsheets to assist in the effective evaluation and presentation of information for subsidy allocation and management.

Key Performance Areas:

1. Beneficiary Administration

• Support the establishment of Beneficiary Allocations Committee

• Conduct Beneficiary Occupation Audits

• Analyse occupation status for the purpose of prioritisation of potential beneficiaries

• Assist in conducting socio-economic surveys

• Assist in compiling reports on the socio-economic status of identified communities

• Support the allocation and relocation process of beneficiaries

2. Subsidy Administration

• Coordinate implementation of the subsidy administration programme

• Administer completion of subsidy applications with identified potential beneficiaries

• Verify correctness of source documents (pay-slips / ID docs / affidavits / contracts etc.)

• Verification of completeness and correctness of subsidy application forms

• Reconcile and capture subsidy applications for record keeping

• Prepare and ensure applications are submitted to the department for further processing

• Reconcile HSS report with submitted applications

• Track the progress and status of subsidy applications on HSS

• Follow up on rejected applications and ensure re-submission where possible

• Communicate outcomes of subsidy application with the affected beneficiaries

• Identify errors on HSS and notify line manager timeously

3. Allocation of Units and Relocation of Beneficiaries

• Support the establishment of an allocations committee to ensure fair and transparent allocation of beneficiaries to housing projects

• Ensure all units are rightfully allocated in line with the signed Allocations Lists

• Ensure all allocation and relocation documents are signed by the eligible beneficiary

• Support the relocation of beneficiaries to identified units, temporary relocation areas or holding areas

4. Title Deed Administration

• Conduct verification of beneficiary occupation

• Analyse data collected and ensure occupation database is kept up to date

• Deed of sale administration with eligible beneficiaries

• Verifying and packaging of required documents for submission to conveyancing officer

• Maintain database of transfers effected within a project

5. Data and Records management

• Scan all source documents to the Records Management System

• Save documents according to Record and Document storage protocols of the HDA

• Ensure all documents stored are clear and easy to read when accessed on system

• Keep a record of files and documents relating to subsidy applications

• Maintain records of beneficiary queries and the resolutions

• Develop reconcile and maintain beneficiary and subsidy database for all projects

6. Quality Review

• Resolve unclear, garbled, or indecipherable source documents

• Locate and correct data entry errors

• Report inaccuracy and data errors to the line manager

• Track and report on inaccuracies and errors

• Attend to ad hoc issues relating to the beneficiary management function

7. Stakeholder Engagements and Facilitation

• Identification of key stakeholders on the ground for project implementation

• Ensure there is frequent and transparent communication with the affected community on
matters relating to beneficiary and subsidy management

administration process

• Attending to beneficiary queries and ensure timeous resolution of queries and other associated matters

• Facilitate engagements with the community to ensure seamless implementation of projects on the ground

• Attend meetings as and when required

8. Reporting

• Produce required reports according to requirements and defined timelines

• Produce ad hoc reports to the line manager on progress relating to beneficiary and subsidy

9. Qualifications & Experience

• Minimum of Grade 12, and a National Diploma in Business Administration or Public Management is required

• 2-4 years’ experience in the human settlementsenvironment is required

• 2 years minimum experience in Office Administration and data capturing environment

• 2 years minimum experience working with HSS and NHNR environment

• Experience in Project Management will be an added advantage

• Competent in MS Outlook, Excel, and Word

• Must have good understanding of various housing subsidy instructions and the applicable policies and procedures

Remuneration Scale: R453 300 to R566 616 per annum (all-inclusive package)
