The Housing Development Agency (HDA) is a national public sector development agency that inter alia has the mandate to identify, acquire, prepare and develop suitable land for human settlements. The Agency also undertakes the programme and project management for development of housing and human settlements. The HDA carries out its functions in partnership with a range of stakeholders including national, provincial and local government as well as with communities, developers and financiers. Established in 2009, the Agency was established by an Act of Parliament in 2008 and is accountable through its Board to the Minister of Human Settlements.

The HDA has the following: Six (6) Months temporary positions:

Temporary Committee Officer X2

Location: Head Office – Johannesburg

Reporting Line: Manager: Supply Chain

Ref: HDACO1

Main Purpose: To manage and coordinate secretarial service and administrative support to SCM committees and Supply Chain Management Department includingpreparation of agendas, prepare submission packs, minute taking, typing, finalisation of resolution and ensuring that minutes are signed for all SCM committees’ meetings and all the SCM related administrative work that may be required from time to time.

Key Performance Areas:

Remuneration: R37 775 per month (all-inclusive package)

1. Key Responsibilities

• Ensure that the annual meeting calendar for BAC is prepared and tabled for approval to ensure that meetings are scheduled timeously and in line with the approved terms of reference for eachcommittee.

• Booking meeting rooms or teams, prepare submission packs, agendas, signed minutes of all SCM committee meetings.

• Ensure timeous distribution of packs to SCM committees.

• Coordinate meeting to take place in an orderly fashion, ensure circulation and completion of attendance register, recording details of proceedings/discussions proposal and recommendations.

• Communicate submissions and decisions to end user departments or business units.

• Ensure documentation is aligned with recommendations from the committee.

• Ensure terms of reference for SCM committees are distributed to committee members.

• Ensure terms of reference for SCM committees are updated.

• Keep record of all minutes and recordings and follow up on action items.

• Keep and maintain a record of all submissions reserving a decision pending.

• Maintain a register of all tenders or bids awarded.

• Ensure the maintenance of the procurement register for bids issued to monitor progress.

• Assist with the administration/coordination in the office of the Senior Manager SCM

• Assist with Asset Verification as and when necessary.

• Assist with the request for quotation process (RFQ) as and when required.

2. Requirements

• National Diploma in Administration or equivalent

• Advanced level of computer literacy (PowerPoint, Word, Excel etc)

• 5 – 7 years relevant experience in administration or secretarial function.

• Understanding of legislation that regulates the procurement of goods and services in the public sector.

• Qualification in Supply Chain will be an added advantage.
