Intergovernmental relations is the first point of contact with the HDA

Intergovernmental relations (IGR) and strategic alignment lays the foundation for the HDA’s assistance in the provinces and municipalities. The HDA either responds to requests made by the different spheres of government or the Agency sets up introductory meetings. During initial meetings the type of assistance required and a definition of roles and responsibilities is developed. The next step is to draft an Implementation Protocol (IP) during a joint planning working session with the province or municipality. This results in an action plan that details the HDA’s assistance and the work starts. An IP is not always necessary and often municipalities approach the HDA for smaller, once-off assistance which does not require a legal agreement.
