HOUSING DEVELOPMENT AGENCY (HDA) SHIFTS FROM A PERIOD OF RECOVERY TO CONTINUOUS IMPROVEMENT
The Housing Development Agency (HDA) has achieved an unqualified audit opinion for the 2023/24 financial year, reaching 91% of the targets planned for the year, an improvement from the previous financial year’s performance of 74%.
After several years of instability at both governance and operational levels, the HDA has shifted from a period of recovery to that of driving continuous improvement, highlighting the Agency’s commitment to sound financial management, accountability, and transparency in its operations, further solidifying its reputation as the developer of choice in the human settlements sector.
The Auditor-General’s report confirmed that the HDA’s financial statements were free from material misstatements and that there were no material findings on the Agency’s performance against predetermined objectives, compliance with laws and regulations, or internal controls. This unqualified audit is a testament to the Agency’s dedication to upholding the highest standards of governance and financial integrity.

In response to a surge by nameless individuals masquerading as officials from the Housing Development Agency (HDA) and exploiting innocent members of the public, the human
settlements entity, mandated with identify, acquiring, preparing, and developing suitable land for human settlement development will launch an anti-fraud and corruption campaign to caution members of the public from falling victim to these potential scams.
The HDA and all their officials categorically distance themselves from these felonious individuals and activities. The HDA launches a multifaceted campaign aimed at warning and
educating South Africans about these illegal activities aimed at unlawfully soliciting funds from them using the entity’s name.
